The gender gap is another barrier. Women hold only one-third of positions in growing middle-skill jobs that pay at least $35,000 or as much as $102,000 per year, according to a report by the Institute for Women’s Policy Research.

To help fill the middle skill gap, the Greater Houston Partnership launched a program called UpSkill Houston in 2013 to identify the jobs needed in the future and to work with community colleges to train Houstonians for these careers. The need to educate the next generation is particularly acute now, as many knowledgeable baby boomers are retiring, leaving a knowledge vacuum in their wake.
