Discusses the implications of data on the income and employent patterns of welfare recipients. Findings are taht high school education and job training are important predictors of escaping poverty, and taht childcare expenses account for a third of working welfare recipients’ income. Concludes that states must address childcare and job-training needs for welfare recipients to successfully enter the labor market.
