“A big part of the paid leave story right now is playing out on the state and local level,” Jeffrey Hayes, study director at the Institute for Women’s Policy Research , tells ELLE.com. He thinks that this will eventually lead to a country-wide policy, even if implementing it will be tricky from a logistical perspective. “My short estimate is that will happen in a decade. But it is hard to say.”
