City Council Member Greg Casar — the author and lead proponent of the new ordinance — disputed the contention by business groups that the plan’s impact hasn’t been adequately examined, pointing in part to a study by the Institute for Women’s Policy Research. The study found that the proposed ordinance would produce a net savings for businesses of $4.5 million per year, primarily by reducing employee turnover, and a net community savings of $3.8 million per year.
