IWPR Reacts to Congress’s Passage of the GOP’s Budget Reconciliation Bill 

Washington, DC (July 3, 2025) – Today, we condemn the passage of H.R. 1—a sweeping tax and budget reconciliation package that strips essential care and protections from women and families. 

Dr. Jamila K. Taylor, president and CEO of the Institute for Women’s Policy Research (IWPR), released the following statement in response:   

“Congress may call it a budget bill, but it’s really a blueprint for control. Cutting Medicaid. Banning care. Targeting women—particularly women of color. If this were about saving money, it wouldn’t be adding trillions to the deficit. What it’s really about is trying to keep women and others who have been marginalized powerless, but our power is beyond limits. We will continue the fight for equity and ensure that evidence drives the policy decisions that will empower our communities in the future.”   

Jesseca Boyer, vice president of policy and strategic initiatives at IWPR, provided the following response:

“This bill harms women by cutting access to the services they rely on for health care, food, and higher education to support their families and their communities. With the gutting of Medicaid, a backdoor abortion ban, cuts to SNAP, and the dismantling of student loan repayment options, Congress has chosen to sacrifice the health and well-being of women in the United States and the nation’s economy to provide tax cuts for the rich.”
